U.S. National Science Foundation (NSF) Partnerships for Research Innovation in the Mathematical Sciences
The NSF Division of Mathematical Sciences’ Partnerships for Research Innovation in the Mathematical Sciences program aims to enhance partnerships between minority-serving institutions and DMS-supported Mathematical Sciences Research Institutes. The activity seeks to boost the participation of members of groups underrepresented in the mathematical sciences through their increased involvement in research programs at the institutes. Annie E. Casey Foundation 2023 Reimagining Juvenile Justice (RJJ) Training-for-Trainers (T4T) Institute
The foundation invites applications for the 2023 Reimagining Juvenile Justice (RJJ) Training-for-Trainers (T4T) Institute. The professional development initiative is sponsored by the foundation and delivered by School & Main Institute (SMI). This team-based training opportunity is based on positive youth development, building youth services around strengths, interests, and other positive aspects of a young person’s life. It is geared toward state and local agencies serving youth involved in the justice system and their partners. The training program targets professionals working with youth and their families involved in the juvenile justice system. It aims to develop the capacity of professionals to support, divert, and redirect youth to appropriate and fair justice options, including those requiring a high degree of cross-system collaboration and coordination. RJJ is based on research on adolescent development that demonstrates youth thrive in a positive environment with the support of caring adults. RJJ’s positive youth development framework encourages juvenile justice professionals to focus on young people’s protective factors and strengths rather than merely focusing on risk factors and problems. Public systems or government agencies that work with youth in the justice system may serve as the lead applicant. U.S. Department of Agriculture (USDA) National Institute of Food and Agriculture (NIFA) Agriculture and Food Research Initiative Sustainable Agricultural Systems (SAS)
Applications to the Agriculture and Food Research Initiative - Sustainable Agricultural Systems (SAS) Request for Applications (RFA) must focus on approaches that promote transformational changes in the U.S. food and agriculture system. NIFA seeks creative and visionary applications that take a systems approach for projects are expected to significantly improve the supply of affordable, safe, nutritious, and accessible agricultural products, while fostering economic development and rural prosperity in America. These approaches must demonstrate current needs and anticipate future social, cultural, behavioral, economic, health, and environmental impacts. Additionally, the outcomes of the work being proposed should result in societal benefits, including promotion of rural prosperity and enhancement of quality of life for all those involved in food and agricultural value chains from production to utilization and consumption. U.S. Department of Homeland Security (DHS) Office of Procurement Operations – Grants Division (OPO) Terrorism and Targeted Violence Research and Evaluation
This NOFO will prioritize investigations of historical terrorist and targeted violence acts, events, and movements that occur within the United States and its territories, or that targets its citizens specifically. The focus of this NOFO is to advance the understanding of behaviors and motivations to engage in terrorist or targeted violence activities, to inform greater understanding and provide situational awareness regarding terrorist movements, and to inform the creation of prevention, diversion, and rehabilitation strategies for those involved. U.S. Department of Labor (DOL) Employer Assistance and Resource Network on Disability Inclusion (EARN)
The Department is committed to improving access to Good Jobs for all American workers. EARN’s workplace research, policy development, and technical assistance center identifies and promotes the adoption of innovative and equitable evidence-based policy and practice solutions. These solutions help public and private sector employers of all sizes recruit, hire, retain, and advance people with disabilities into good jobs, including those from historically underserved communities. EARN’s policy process includes analysis of current employment policies and practices, identification of workplace barriers, development of actionable policy and practice solutions for employer adoption, promotion of these through targeted communication channels, and evaluation of employer implementation. Wider adoption of disability-inclusive policies and practices depend upon engaged employers, employer intermediaries, labor management partnerships, and intermediaries representing historically underserved communities. U.S. Department of Health and Human Services (HHS) Substance Abuse and Mental Health Services Administration (SAMHSA) FY 2023 Hurricanes Fiona and Ian Behavioral Health Recovery Program
The purpose of this program is to address the behavioral health impacts of Hurricanes Fiona and Ian. Award recipients may provide behavioral health treatment (including screening and diagnosis), crisis counseling and other related helplines, or other service-delivery programs to provide support to individuals impacted by Hurricane Fiona and/or Hurricane Ian. Eligible applicants are states, territories or Federally recognized American Indian/Alaska Native (AI/AN) tribes impacted by Hurricane Fiona and/or Hurricane Ian in FY 2022 in those areas for which a major disaster or emergency was declared under section 401 or 501 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5170 and 5191), or for which Hurricane Fiona and/or Hurricane Ian were determined to present a public health emergency under section 319(a) of the Public Health Service Act. The five impacted areas are Puerto Rico, Florida, the Seminole Tribe of Florida, South Carolina, and North Carolina. Award Ceiling: $22,000,000.

U.S. Department of Health and Human Services (HHS) Centers for Disease Control – NCCDPHP (CDC) Outcomes Building Capacity to Reduce the Burden of Menthol and Other Flavored Commercial Tobacco Products in Communities that Experience Health Disparities
This Notice of Funding Opportunity (NOFO) seeks to build a community of practice of local, diverse community collaborators together with state tobacco control programs in order to develop and advance culturally competent commercial tobacco control policies, systems, and/or environmental interventions that reduce menthol and other flavored tobacco initiation and use among youth and increase motivation for adults to quit; increase opportunities for culturally appropriate cessation support that increases the likelihood of sustained cessation for those who use menthol tobacco products, and; initiate appropriate and culturally competent health communication interventions that evoke behavior change. This NOFO seeks to advance health equity through strategic partnerships, community engagement, and by addressing social determinants of health (SDOH) that contribute to menthol and other flavored tobacco product use. U.S. Department of Homeland Security (DHS) Cybersecurity Workforce Development and Training for Underserved Communities
The Cybersecurity and Infrastructure Security Agency (CISA), Cyber Defense Education & Training (CDET) team is committed to strengthening the nation’s federal and national cybersecurity workforce through standardizing roles and helping to ensure we have well-trained cybersecurity professionals today as well as a strong pipeline of future cybersecurity leaders tomorrow. Strengthening our cybersecurity workforce requires diverse perspectives from communities that represent America. Increasing the number of cybersecurity professionals within underserved communities is key to the success of our nation. These professionals are critical in both private industry and the government for the security of the nation. This cooperative agreement seeks to fund applicants to develop and execute a scalable program that can respond to the nation’s cyber eco-system challenges. This cooperative agreement also seeks to leverage the unrealized cybersecurity talent of underserved communities through established or emerging NTTPs that create or enhance existing entry-level training and apprenticeship and programs. Additionally, to optimize and expand existing cybersecurity training and placement programs, the development and implementation of a comprehensive cybersecurity pathways retention strategy to address enrollment-to-placement engagement, is needed. U.S. Department of Housing and Urban Development (HUD) FY 22 HUDRD Grants for University-Nonprofit Partnerships Supporting Community-Engaged Research Designed to Address Homelessness
This NOFO announces the availability of $1,000,000 in cooperative agreement funding to be awarded to institutions of higher education or nonprofit entities that train and support institutions of higher education to conduct research applying community-engaged research methods to address homelessness. Community-engaged research is an approach that meaningfully engages the community that is the subject of the research, including community groups and people with lived experience. The research funded under this NOFO will contribute to general knowledge on the topic of homelessness, as well as the programs and interventions designed to address homelessness in communities, while elevating the perspectives and insights of people with lived experience. In addition, this NOFO is designed to build and expand capacity for community-engaged research methods at institutions of higher education or nonprofit entities and strengthen partnerships between local nonprofit organizations and institutions of higher education. U.S. Department of Labor (DOL) 2023 QUEST Disaster Recovery National Dislocated Worker Grants Funding Announcement
While the public health emergency declaration has been rescinded, the uneven health, employment, and economic impacts of the COVID-19 pandemic continue to create challenges for the nation’s full recovery. Many of the workers most impacted by the resulting economic downturn were employed in the care economy, hospitality, and transportation and logistics sectors. These sectors are dominated by people of color, immigrants, people with disabilities, individuals who were formerly incarcerated, women, and lower-wage workers. Furthermore, global supply chain disruptions caused the displacement of workers who would have been eligible for Trade Adjustment Assistance (TAA) program services; however, this program is not accepting new participants. These conditions continue the need for 2023 QUEST DWG grants to support pandemic-impacted workers, industries, and communities now and for years to come. Eligibility is limited to State Workforce Agencies, Outlying Area Workforce Agencies, and Indian tribal governments. Award Ceiling: $5,000,000.

U.S. National Science Foundation (NSF) Pathways to Enable Open-Source Ecosystems (POSE)
The Pathways to Enable Open-Source Ecosystems (POSE) program aims to harness the power of open-source development for the creation of new technology solutions to problems of national and societal importance. Many NSF-funded projects result in publicly accessible, modifiable, and distributable open-source products, including software, hardware, models, specifications, programming languages, or data platforms, that catalyze further innovation. In some cases, an open-source product that shows potential for wide adoption forms the basis for a self-sustaining open-source ecosystem (OSE) that comprises a leadership team; a managing organization with a well-defined governance structure and distributed development model; a cohesive community of external intellectual content developers; and a broad base of users across academia, industry, and government. The overarching vision of POSE is that proactive and intentional formation of managing organizations will ensure a broader and more diverse adoption of open-source products; increased coordination of external intellectual content developer contributions; and a more focused route to technologies with broad societal impact. Toward this end, the POSE program supports the formation of new OSE managing organizations based on an existing open-source product or class of products, whereby each organization is responsible for the creation and management of processes and infrastructure needed for the efficient and secure development and maintenance of an OSE. Eligibility is limited to state and local governments; institutions of higher education; state educational agencies and local school districts; U.S.-based commercial organizations, including small businesses, with strong capabilities in scientific or engineering research or education and a passion for innovation; and nonprofit, non-academic organizations such as independent museums, observatories, research laboratories, professional societies and similar organizations located in the U.S. Award Ceiling: $1,500,000.

U.S. National Endowment for the Humanities (NEH) Climate Smart Humanities Organizations
The National Endowment for the Humanities (NEH) Office of Challenge Programs is accepting applications for the Climate Smart Humanities Organizations program. This program supports comprehensive assessment and strategic planning efforts by humanities organizations to mitigate physical and operational environmental impacts and adapt to a changing climate. Projects will result in climate action and adaptation planning documents or similar detailed assessments including prioritized, measurable actions and their expected outcomes. Proposals must address how strategic planning for climate change will increase the organization’s resilience and support its work in the humanities over the long term. Projects are financed through a combination of federal matching funds and gifts raised from third-party non-federal sources. U.S. Department of Health and Human Services (HHS) National Institutes of Health (NIH) HEAL Initiative Partnerships to Advance INterdisciplinary (PAIN) Training in Clinical Pain Research: The HEAL PAIN Cohort Program
This concept would support the development of pain clinical trainees as a means of enhancing the clinical pain workforce. It would fund 4 clinical pain T90/R90s that would provide robust post-doctoral fellowship research training in areas of clinical pain management that would benefit from further research. The T90/R90 mechanism is a NRSA program that supports comprehensive interdisciplinary research training programs at the undergraduate, predoctoral, and/or post-doctoral levels by capitalizing on the infrastructure of existing multidisciplinary and interdisciplinary research programs. The HEAL T90/R90 program would focus on training post-doctoral fellows with T90 trainees being those who are NRSA eligible and R90 trainees (maximum of 1 per award per year) being those who do not meet qualifications for NRSA support (including non-US citizens or residents). Eligibility is limited to city, township, county, state, and special district governments; Native American tribal governments and organizations; public / Indian housing authorities; independent school districts; institutions of higher education; nonprofits; small businesses; and for-profit organizations. U.S. National Science Foundation (NSF) BioFoundries to Enable Access to Infrastructure and Resources for Advancing Modern Biology and Biotechnology
BioFoundries is an infrastructure program from the National Science Foundation (NSF) that is designed to accelerate advances in the biological sciences, chemical biology, biotechnology, and bioengineering via access to modern infrastructure, technology, and capacity. BioFoundries will provide the intellectual, technical, digital, and physical frameworks needed for tight integration of technology innovations and applications with foundational interdisciplinary research and training. Leveraging lessons learned from existing national and international biofoundries, NSF encourages researchers to consider a diversity of models (centralized, distributed, consortium) in the design and implementation of BioFoundries. Each BioFoundry should enclose a scientific ecosystem, that includes in-house research scientists across all relevant disciplines supported by NSF, technical staff including cyberinfrastructure experts, external users, and other contributors who, collectively, form a community of practitioners and share tools, reagents, workflows, software, samples, and data. Knowledge sharing should be a central tenet, designed to strengthen collaborations among researchers and enable them to work in new ways and to foster new modalities of research and education/training, for the purpose of accelerating discovery and advancing development. BioFoundries should promote diversity, equity, inclusion, and accessibility in their in-house programs and external user programs. BioFoundries should also promote new avenues for translating such knowledge and technology broadly in ways that benefit society. Eligibility is limited to institutions of higher education. U.S. National Science Foundation (NSF) Deutsche Forschungsgemeinschaft (DFG) Lead Agency Activity in Measurements of Interfacial Systems at Scale with In-situ and Operando aNalysis (MISSION)
Recognizing the importance of international collaborations in promoting scientific discoveries, the National Science Foundation (NSF) and the Deutsche Forschungsgemeinschaft (German Research Foundation, DFG) have signed a Memorandum of Understanding (MoU) on research cooperation. The MoU provides an overarching framework to enhance opportunities for collaborative activities between US and German research communities and sets out the principles by which jointly supported activities might be developed. To facilitate the support of collaborative work between US researchers and their German counterparts under this MoU, the Division of Chemistry (CHE) and the Division of Chemical, Bioengineering, Environmental and Transport Systems (CBET) at the NSF and the Divisions of Physics and Chemistry (PC) and Engineering Sciences (ING 1) at the DFG are pleased to announce a Lead Agency Opportunity in Measurements of Interfacial Systems at Scale with In-situ and Operando aNalysis (MISSION). U.S. National Science Foundation (NSF) IUSE: Innovation in Two-Year College STEM Education (ITYC)
The National Science Foundation (NSF) plays a prominent role in the improvement of undergraduate STEM education at the Nation’s colleges and universities. Through the IUSE: Innovation in Two-Year College STEM Education (ITYC) program, the agency seeks to extend this effort by making an intentional investment in the country’s two-year institutions of higher education, or two-year colleges. The twin goals of the ITYC program are to center students in the effort to advance innovation, promote equitable outcomes and broaden participation for all students in STEM education at two-year colleges, and enhance the capacity of two-year colleges to harness the talent and potential of their diverse student and faculty population through innovative disciplinary, multi-department, and college-wide efforts. These goals will be achieved by investing in projects at two-year colleges that contribute to student success in STEM-based foundational courses and academic pathways for both majors and non-majors. Project activities may be in any discipline that is currently supported by NSF funding, which includes the social, behavioral, and economic sciences. Collectively, projects in the ITYC program will make progress towards ensuring that two-year college students and faculty have the resources to fully participate in and contribute to the broader STEM enterprise. U.S. National Science Foundation (NSF) Growing Research Access for Nationally Transformative Equity and Diversity (GRANTED)
The National Science Foundation (NSF) seeks to encourage nationally transformative ideas and scalable models to strengthen the Nation’s research enterprise, particularly at emerging research and minority-serving institutions. Broadly defined, the research enterprise includes human capital, practices and processes related to research development, research administration, technology transfer and commercialization, corporate relation/public-private partnerships, research integrity, compliance and security, research policy, student research training, and research leadership. In the past several decades, the complexity of managing externally funded activities has increased significantly. The recent pandemic has exacerbated this issue through increased attrition of research enterprise professionals and additional budget constraints. Insufficient resources hinder institutional ability to develop and manage externally funded projects, reducing the opportunity to fully realize the outcomes from creativity present in all the Nation’s institutions of higher education and their partners. U.S. National Science Foundation (NSF) Communications, Circuits, and Sensing-Systems (CCSS)
The Communications, Circuits, and Sensing-Systems (CCSS) Program supports innovative research in circuit and system hardware and signal processing techniques. CCSS also supports system and network architectures for communications and sensing to enable the next-generation cyber-physical systems (CPS) that leverage computation, communication, and sensing integrated with physical domains. CCSS invests in micro- and nano-electromechanical systems (MEMS/NEMS), physical, chemical, and biological sensing systems, neurotechnologies, and communication & sensing circuits and systems. The goal is to create new complex and hybrid systems ranging from nano- to macro-scale with innovative engineering principles and solutions for a variety of applications including but not limited to healthcare, medicine, environmental and biological monitoring, communications, disaster mitigation, homeland security, intelligent transportation, manufacturing, energy, and smart buildings. The proposed programs should address scientific areas relevant to the NIAID mission including: biology and pathogenesis of infectious microbes, including HIV; host-microbe interactions; mechanisms regulating immune system development and function across the lifespan, and in response to infectious pathogens; immune dysfunction resulting in allergy, asthma, autoimmunity, immunodeficiency, or transplant rejection; and translational research to develop vaccines, therapeutics, and diagnostics to prevent and treat infectious and immune-mediated diseases. Each P01 application submitted to this FOA must include at least two related, synergistic research projects that share a common central theme, focus, and/or overall objective; and an administrative core.
